Job: Procurement Lead CSA - Data Centre Construction

Location: Germany

Focus: Procurement of civil, structural and architectural packages for data centre construction projects

This is an exciting opportunity for a Procurement Lead role to take ownership of the procurement of civil, structural and architectural packages across German data centre construction projects. Sitting between the pre-construction and commercial teams, this person will turn project requirements and commercial strategy into well-structured, competitive procurement deals with the right German supply-chain partners.

The Role:

This is a commercially led procurement position for someone who understands how construction packages are measured, priced, negotiated and contracted. You may have started your career as a Quantity Surveyor and moved into procurement, or you may currently work as a pre-construction QS with direct experience of sourcing and appointing subcontractors.

You will act as the link between pre-construction, commercial and delivery teams. Your focus will be to create a clear route from scope definition and market engagement through to negotiation, recommendation and award, while protecting programme, cost, quality and risk.

Key Responsibilities:

• Lead the end-to-end procurement of CSA subcontract packages for projects in Germany.
• Work with pre-construction, estimating, design, project and commercial teams to confirm package scope, procurement strategy, budget, programme and risk allocation.
• Develop tender lists and use strong knowledge of the German supply chain to identify capable subcontractors and suppliers.
• Prepare and issue tender enquiries, ensuring scope, drawings, specifications, programme requirements and commercial terms are clear and complete.
• Manage tender clarifications, bidder engagement and post-tender interviews.
• Undertake detailed commercial analysis of submissions, including scope comparisons, exclusions, qualifications, rates and contractual risk.
• Negotiate commercially robust deals that provide value while maintaining productive, long-term supplier relationships.
• Prepare procurement recommendations and secure the necessary internal approvals before package award.
• Support the preparation and completion of subcontract documentation, working closely with the commercial and legal teams where required.
• Maintain procurement schedules, package trackers, savings records and clear reporting on status, decisions, risks and actions.
• Build and maintain relationships with the German subcontractor and supplier market, helping strengthen local supply-chain capability.
• Capture market intelligence and lessons learned to improve future tendering, cost planning and procurement decisions.

Essential Experience:

• Formal training or professional experience in quantity surveying, commercial management or a closely related construction discipline.
• A strong commercial understanding of construction packages, including measurement, pricing, tender analysis, negotiation and subcontract terms.
• Experience procuring CSA packages, ideally on technically complex, large-scale construction projects.
• Proven experience working in Germany and dealing directly with German subcontractors and suppliers.
• A practical understanding of the German construction market, commercial expectations, business culture and ways of working.
• The ability to work across pre-construction and live project environments, bringing structure and pace to procurement decisions.
• Strong stakeholder management and the confidence to challenge scope, price, risk and assumptions when required.
• Clear written and verbal communication skills, with the ability to present commercial recommendations to senior stakeholders.

Useful Experience:

• Experience gained as a pre-construction Quantity Surveyor, Procurement Manager, Package Buyer or commercially focused procurement professional.
• Experience within data centres, advanced technology, industrial, logistics or another fast-paced construction environment.
• An established network across the German CSA supply chain.
• German language capability. This is highly desirable but not essential where the candidate has strong and demonstrable experience working successfully in the German market.

The Person:

You will be commercially sharp, organised and comfortable taking ownership. You will understand that successful procurement is not simply about achieving the lowest price. It is about creating clarity, testing the market properly, managing risk and appointing partners who can deliver. You will be able to move easily between detailed package discussions and senior-level recommendations, bringing together people from different functions to reach the right outcome.
