Location: London with Remote Working

Contract type: Permanent

Salary: up to £60,000 per annum + package

Reports to: Commercial Director

Working in partnership with the most prestigious client-side organisation, we are looking to recruit an exceptional Procurement & Contracts Manager. The post holder will work alongside procurement and commercial colleagues in the PMO to develop and implement a programme wide procurement and commercial strategy and co-ordinate all technical input to the process. They will manage the contract administration throughout the life of the programme taking responsibility for the management of variations and contract claims.

The post-holder will be responsible for procuring and administering contracts for consultants and contractors to deliver a major heritage construction programme. This includes the production of Employer's Requirements and technical documentation, ongoing management of works contracts, management of variations and change requests and the application of KPIs to monitor performance. The post-holder will have a considered and experienced approach in assessing and dealing with potential conflict, having the foresight to establish the impact this may have and provide commercial solutions that prevent any impact on the client. This should not be at the detriment of contractual remedies, which must remain available to ensure a robust approach is maintained and any issues can be managed to conclusion with minimum impact on operations.

Day to day duties:

Procurement

  • To support the Senior Procurement & Contracts Manager in the development of tender documentation, co-ordinating all technical information from the design team and working closely with the Procurement team such that processes are adhered to and that commercial standards are met.
  • To produce a procurement timetable for all elements of the Programme
  • To work closely with the PMO Design Director, Construction Director and design consultants to agree information issue dates and scope of technical information required.
  • To develop clear KPI's which allow the measurement of the contractor's performance, and associated remedies for non-performance (non-contractual).
  • To prepare tender information summaries, as and when required, in accordance with processes which can be provided to key members of the PMO and presented to senior members of Management.
  • To support the Senior Procurement and Contracts Manager in shortlisting of tendering organisations developing scoring matrices that create a clear basis for decision making and appointment of contractors.
  • To provide commercial input into the preparation of all internal and external reviews, Check Points, Gateway Reviews and National Audit Office.

Contract and Financial Management

  • To act as the first point of contact for the resolution of conflict that may arise under the various contract forms. This will involve the provision of proposal for resolution to the Commercial Director, which will have considered the formal contractual response as well as a more rounded commercial assessment of the impact on the programme and the employer. The ability to evaluate and communicate both the contractual approach and the rounded commercial route will be key to the success of this role and will require both strong commercial knowledge as an understanding of the commercial impact that solutions will have on both parties.
  • To oversee the work of the cost consultant (Gleeds) and lead the financial and contract management processes in order to meet the standards set out by the PMO.
  • To support the change control procedures developed by the Controls & Reporting Manager throughout the life of the Programme, reviewing proposed changes with the design, PMO and operations teams assessing their impact in terms of programme, cost and operational impact.
  • To brief the appointed contractors on all contract processes aligning these with existing protocols so that these are clearly understood and agreed by all parties.
  • To work closely with the Project Managers and Cost Consultants to manage the processes around variations and changes to scope, oversee the change management process, negotiating changes alongside the cost consultant.
  • To liaise closely with the Cost Consultants, to support Project Managers in the processing of Variations, Delay Notices, Extensions of Time, Early Warning Notices (EWN) and Compensation Events (CE's) as required by the various contract forms being used.

Project Management

  • To support the Senior Procurement and Contracts Manager and the Strategic Planner / Planner to develop a programme for procurement of all elements of the project, assessing interdependencies with the design team and operations.
  • To implement the controls processes relating to procurement and change management to form part of the suite of Project Controls, reviewing these and testing their suitability on a periodic basis throughout the life of the project.

Compliance and Risk Management

  • To ensure all contractors on the project, including sub-contractors, implement industry leading H&S best practice and standards and comply with their requirements under CDM regulations.
  • To liaise closely with Property Section, Westminster City Council (WCC) and Historic England (HE) in the protection of the historic building fabric, ensuring that all works are delivered in accordance with WCC/HE guidance and requirements and seeking relevant approvals, as necessary.
  • To promote and establish a strong culture of safety and quality through the design, construction, commissioning and handback phases.

Project Management

  • To support the Senior Procurement and Contracts Manager and the Strategic Planner / Planner to develop a programme for procurement of all elements of the project, assessing interdependencies with the design team and operations.
  • To implement the controls processes relating to procurement and change management to form part of the suite of Project Controls, reviewing these and testing their suitability on a periodic basis throughout the life of the project.

Person Specification

  • Ideally educated to degree level with a relevant professional qualification in Quantity Surveying, Project Management or experience providing commercial management on large scale complex projects, in the hotel or leisure sector or historic buildings.
  • Demonstrable experience in procuring package contractors and managing contracts under a range of different forms including JCT and NEC3 Professional Services.
  • The ability to adapt to changing circumstances and prioritise work/resources to achieve the best outcomes for the project.
  • Excellent skills across a full MS Office suite of functions, project management tools and collaborative platforms (e.g. MS Project, Asta, Sharepoint, Aconex etc).
  • Good people management and stakeholder relationship management skills.
